Stipendium Hungaricum Scholarship Program 2025
Introduction
For bachelor's, master's, one-tier master's, and doctoral studies, the Hungarian government introduced the Stipendium Hungaricum Scholarship Program 2025, which is open to Pakistani and AJ&K nationals through the Higher Education Commission (HEC).

Types of Scholarships
Pakistani students who meet the minimum qualifying standards in specific fields and fulfill additional requirements of Hungarian universities can apply for Stipendium Hungaricum scholarships under the following programs:
- Bachelor's Degree (after 12 years education)
- One-Tier Master's Degree (after 12 years education)
- Master's Degree (after 16 years education)
- PhD Degree (after 17/18 years education)
Eligibility Criteria
- The applicant must be a citizen of AJ&K /Pakistan.
- Candidates who are awaiting results and those who are enrolled in the last year of their current degrees or study programs are also eligible to apply.
- An applicant must have finished their HSSC or intermediate degree, or its equivalent, by August 1, 2025, in order to be considered for admission to undergraduate bachelor's programs and one-tier master's programs, such as DVM, DPharm, Medicine/Dentistry, etc. Should the final degree and transcript not be submitted through the https://apply.stipendiumhungaricum.hu/ portal by August 1st, 2025, the scholarship reward will be withdrawn.
- Candidates must have finished a 16-year bachelor's degree or an equivalent program by August 1, 2025, in order to be considered for master's (postgraduate) programs. The scholarship will not be awarded if the final degree and transcript are not submitted by August 1st, 2025, via https://apply.stipendiumhungaricum.hu/.
- Applicants for PhD programs must, by August 1, 2025, have completed a 17–18 year Masters, MS, MPhil, or similar program. If the final degree and transcript are not submitted on https://apply.stipendiumhungaricum.hu/ by August 1st, 2025, the scholarship will be forfeited.
- There are no undergraduate engineering programs available.
- The candidates' maximum age is not specified. However, candidates must be 18 years old or older to be eligible for undergraduate programs; that is, they must have been born on or before August 31, 2007 (the applicant must be 18 years old on or before August 31, 2025).
- The applicant must complete the Hungary application form and the HEC application form, leaving no column or field blank.
- The attesting authorities, such as IBCC and HEC, must attest to any certificates, transcripts, or degrees that are to be attached. Undergraduate programs leading to a bachelor's degree and one-tier master's degree require equivalency of O and A level from IBCC (OTM).
- IELTS/TOEFL scores as necessary by Hungarian universities, if required
- All applicants must provide a medical certificate attesting to their satisfactory health, issued no earlier than November 15, 2024, as well as a written certification from a doctor attesting to their lack of the following illnesses: AIDS, B, C, or any other epidemic-related diseases of the liver)
- Should an applicant be chosen in the end, they will need to provide HEC with a legal document guaranteeing that, upon receiving the scholarship, they will not change their field of study and that, upon graduation, they will return to Pakistan to serve the nation for the duration that HEC specifies. If this is not done, HEC reserves the right to demand payment of a penalty sum determined by HEC from the candidate or his or her guarantor.
- The host Hungarian university, the Tempous Public Foundation, and the Higher Education Commission of Pakistan have additional conditions that applicants must meet.
- The results of the HAT or USAT exam must be provided by all applicants. The applicant's HAT or USAT score must have been at least 50 out of 100. Applicants may post their test results on the HEC site for consideration if they took the HAT or USAT exam on or after January 1, 2023. Interested candidates who have not taken the HAT or USAT exam yet can do so by going to https://etc.hec.gov.pk. Applications will not be accepted for further processing if they do not include the required minimum HAT or USAT test score (50 out of 100).
- According to federal government quota policy and the results of the USAT and HAT tests, a first screening and inspection will be conducted. HEC retains the authority to change the requirements for nominations.
- Note: The onus of confirming the professional degree's accreditation from the relevant Councils, such as the Pakistan Medical Commission (PMC), Pakistan Engineering Council (PEC), Pakistan Nursing Council (PNC), Pakistan Council for Architects and Town Planners (PCATP), Pakistan Bar Council (PBC), Pakistan Veterinary Medical Council (PVMC), Pakistan Technology Council, etc., rests solely on the student applying for any of these degrees.

Illegitimacy (non-eligibility)
The following situations will result in applications not being reviewed:
- People from Pakistan who hold dual citizenship.
- Applications that provide false or insufficient information may be subject to cancellation by HEC, even if the deception is discovered after the scholarship has been awarded.
Financial Benefits
- The Tempus Public Foundation pays for tuition. The provisions for housing and health insurance are merely a portion of the scholarship recipients' living costs. It implies that the students will need to contribute additional funds to pay all living expenditures in Hungary as it does not entirely cover all living costs.

Programs Available
- Applicants may submit applications for the scholarship categories and designated study topics that HEC has defined. These are also mentioned in the educational cooperation programs that are in place between Hungary and the Higher Education Commission of Pakistan, the sending partner.

- However, candidates are advised to apply only for specific degree programs and in the study fields/major subjects that have been defined by HEC (Visit here).

Note: The first-choice program will be the basis for determining the merit of the applicants. It is not permitted to switch to a higher merit discipline once in Hungary.
Method of Application
- Online applications must be submitted by applicants via the HEC and Hungarian websites. The online application forms on BOTH of the webpages listed in Steps (1) and (2) must be submitted in order for processing to proceed.
- Applications and other documentation are not initially required to be submitted in hard copy. However, in addition to hard copies of BOTH application forms (filed online at the HEC website and the Hungarian website), applicants must maintain a record of all the documents they have supplied.
- Applicants will need to submit hard copies of all original documentation, attested photocopies of them, and online application forms submitted through the HEC and Hungarian websites at a later stage of the selection process. At a later stage of the application process, original certificates of health and police clearance are also required.
Step 1: Online application for Tempus Public Foundation (Hungarian side)
- All applications must be submitted using Tempus Public Foundation Hungary's online application system. The guidelines for applications are available at visit here.
- Upon registering, candidates can access the application portal and upload the necessary files. Please be aware that no applications sent after the deadline or without an online submission will be accepted. Obtain paper copies of your online application for your records.

Step 2: Apply Online at HEC
- Use the following link to apply online: scholarships.hec.gov.pk. Once you have registered and completed your profile, click on "Hungarian Scholarship Program." Obtain a printed copy of the application for the applicant to sign after it has been submitted. The HEC online application portal will conclude at 16:00 Pakistan Time on January 15, 2025.
- Please update your HEC profile with your most recent email address and mobile number before applying. The online application system will be quite active in the days preceding the application deadline, so it is recommended that you finish and submit your application as soon as possible. Once the application has been successfully submitted through the HEC portal, keep a paper copy of the application that you have signed.
- It is required that applications be submitted online at here and the Scholarship.hec.gov.pk site. The candidacy will not be taken into consideration if the forms are not submitted on any of the aforementioned two portals.
- The results of the HAT or USAT exam must be provided by all applicants. The test categories are included for the applicants' information. The applicant's HAT or USAT score must have been at least 50 out of 100. Applicants may upload their test results on the HEC site for consideration if they took the HAT or USAT exam on or after January 15, 2023. Those interested applicants who are still to take HAT or USAT test, may register for the same by visiting https://etc.hec.gov.pk/. Applications will not be considered for further consideration if they do not include the required minimum HAT or USAT test score (50 out of 100).
- All applicants must submit the following mandatory documents to the online Stipendium Hungaricum application system by January 15, 2025, at 1600 hours. The only exceptions are the medical certificate, which must be submitted by the nominated applicants only until April 15, 2025 on the Hungarian portal, and the Statement of the Supervisor, if required by the proposed Doctoral School.
- Please be aware that the system can only accept files up to 4 MB in size. Before August 1, 2025, prospective applicants who are enrolled in their current study programs and waiting list candidates may apply, subject to the submission of their final degrees and transcripts, at https://stipendiumhungaricum.hu/application/. Should the applicant fail to submit the necessary documentation in accordance with the guidelines, their candidacy may be terminated.
Application Documents Required
Online application
- The HEC and Hungarian application forms that are available on the websites must be completed by applicants
- The online application form must be completed in English by the applicants, and all information must be saved.
- A current photo of the candidate, taken no more than two years prior to application submission.
Letter of Motivation
- One page at least, typewritten in Times New Roman 12-point font
- Written either in Hungarian or in the language of the chosen study program
Evidence of language ability and translations into Hungarian or the language of the chosen study program
- Scanned copy of the original certification of language ability, together with translations, and a minimum standard set by the host institution
- If the student has previously completed coursework in the language of the chosen study program, documentation demonstrating that the language of instruction was the same as the study program for which the applicant is now applying may be uploaded.
- Translations are only required to be submitted if the original document copy is not in Hungarian or the language of the chosen study program.
School degrees and translations into Hungarian or the language of the chosen study program
- Full-time bachelor's degree programs: a scanned copy of the original secondary school diploma or its equivalent, together with translations
- Full-time master's degree programs: scanned copies of the original bachelor's degree certificate or its equivalent, together with translations
- Doctorate level: legitimate master's degree a degree or equivalent, scanned copy, together with translations
- Translations are only required to be attached if the original document copy is not in English or the language of the chosen study program.
Transcript of Documents and translation into Hungarian or the language of the chosen study program
- A copy of the original transcript of records, including translations, for each academic term or school year the student completed during prior studies (at the highest level of education)
- Translations are only required to be submitted if the original document copy is not in Hungarian or the language of the chosen study program.
A medical certification
- Scanned copy of a health certificate stating that one's condition is adequate and that it was issued no earlier than November 15, 2024
- A medical certificate is required for all applicants and must be uploaded on the Tempus Public Foundation website by April 15th at the latest.

- To certify the applicant's medical status, certificates must be issued and signed by a physician (according to the disorders mentioned on the form)
- Upon arrival, recipients of scholarships will participate in medical exams run by the universities.

Acceptance of Application Statement in the Online Tempus Public Foundation Hungary System
- The "Statement for Application" must be accepted by all applicants.
- Scanned and signed copies of the statement should not be uploaded because they can only be accepted through the online method.
- After registering, the statement shows up on the online application system. All candidates must click to accept it before they may submit their applications.
NOTE: - All documents that are unavailable in Hungarian or the language of the chosen study program must be translated, and both the translated and original document copies must be submitted.
Extra Guidelines
Those submitting a doctoral (PhD) application must upload the following files. With the exception of the Statement of Supervisor, all of the following must be submitted electronically by January 15, 2025, at 1600 hours (Pakistan Standard Time).
Application Materials
- A minimum of two pages must be typed in the chosen study program's language using Times New Roman 12 point font.
- The work plan needs to list the resources that were used, and the institutions will check it for plagiarism.
Recommendation letter
- A signed recommendation letter from the applicant's previous or current academic mentor or supervisor, who holds a scientific degree and has knowledge of the applicant's professional work; the letter of recommendation needs to be written in Hungarian or the language of the chosen study program.
The Supervisor's Statement, if mandated by the proposed Doctoral School
- A letter from the supervisor at the selected host institution committing to oversee the student's work for the PhD program (if needed by the doctoral school)
- HEC may test or interview the first-chosen candidates.
- Applications that are incomplete or submitted after the deadline will not be accepted. The nomination agency's, or HEC's, recommendation shall be definitive and enforceable.
- Applications in SUBMITTED form only will be considered.
- Subject to qualifying requirements, candidates who are awaiting results or who have already been nominated by HEC for this scholarship may reapply; however, final degree and transcript submissions must be made online at https://stipendiumhungaricum.hu/apply/ by August 1st, 2025.
- Candidates should be aware that once they are officially nominated by HEC or selected by Tempus Public Foundation Hungary, they will never be able to change their study program, subject, or discipline (HEC will not issue any NOC for change of discipline). A candidate may face disciplinary action, including a temporary restriction from applying to any foreign-funded, HEC-funded, or government of Pakistan scholarship programs, if they resign from the program after the final award.
- It should be noted by all applicants that HEC will handle the processing of all nominations from Pakistan.
The complete application must be submitted by January 15, 2025, at 1600 hours Pakistan Standard Time.
NOTICE IMPORTANT PRIOR TO APPLYING
- When applying for a professional degree, such as one in medicine, engineering, nursing, architecture, law, or veterinary medicine, it is the student's sole responsibility to first confirm that the program is accredited by the relevant councils, such as the Pakistan Medical Commission (PMC), Pakistan Engineering Council (PEC), Pakistan Nursing Council (PNC), Pakistan Council for Architects and Town Planners (PCATP), Pakistan Bar Council (PBC), Pakistan Veterinary Medical Council (PVMC), etc.
- Applications that are not submitted online via the HEC and Hungary websites will not be processed further.
